AG Neronha sues telemarketer over more than 25 million illegal robocalls to Rhode Islanders
Attorney General Neronha sues telemarketer Avid Telecom over estimated 25 million+ illegal robocalls
Attorney General Peter F. Neronha today joined 48 other attorneys general in filing a lawsuit against Michael D. Lansky, LLC, which does business under the name Avid Telecom, its owner Michael Lansky, and its vice president Stacey S. Reeves, for allegedly initiating and facilitating billions of illegal robocalls to millions of people and violating the Telephone Consumer Protection Act, the Telemarketing Sales Rule, Rhode Island’s Deceptive Trade Practices Act, and other federal telemarketing laws.
As alleged in the complaint, filed in the United Stated District Court for the District of Arizona, it is estimated that, between December 2018 and January 2023, Avid Telecom (Avid) sent or attempted to transmit a total of more than 24.5 billion calls nationwide, including more than 7.5 billion calls to telephone numbers currently on the National Do Not Call Registry, and more than 25 million calls to Rhode Island.
“As alleged, this company knowingly sent millions upon millions of distracting, disruptive calls into Rhode Island,” said Attorney General Neronha.“ More than a mere annoyance, this problem is pervasive, it is a waste of resources, and it is against the law. Our Office is committed to protecting Rhode Islanders from this type of aggressive and illegal behavior, and this lawsuit with attorneys general across the country does just that.”
Avid is a Voice over Internet Protocol (VoIP) service provider that sells data, phone numbers, dialing software, and/or expertise to help its customers make mass robocalls. It also serves as an intermediate provider and allegedly facilitated or helped route billions of illegal robocalls across the country. More than 90 percent of those calls lasted less than just 15 seconds, which indicates they were likely robocalls. Further, Avid helped make hundreds of millions of calls using spoofed or invalid caller ID numbers, including more than 8.4 million calls that appeared to be coming from government and law enforcement agencies, as well as private companies.
Avid allegedly sent or transmitted scam calls about Social Security Administration scams, Medicare scams, auto warranty scams, Amazon scams, DirecTV scams, credit card interest rate reduction scams, and employment scams.

The US Telecom-led Industry Traceback Group, which notifies providers about known and suspected illegal robocalls sent across their networks, sent at least 329 notifications to Avid that it was transmitting these calls, but Avid continued to do so.
Today’s legal action arises from the nationwide bipartisan Anti-Robocall Multistate Litigation Task Force of 51 attorneys general. The task force is investigating and taking legal action against those responsible for routing significant volumes of illegal robocall traffic into and across the United States. The Federal Trade Commission and the Social Security Administration’s Office of the Inspector General provided investigative assistance in this matter.
Attorney General Neronha is joined in filing today’s complaint by the Attorneys General of Alabama, Arizona, Arkansas, California, Colorado, Connecticut, D.C., Delaware, Florida, Georgia, Hawaii, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, Nevada, New Hampshire, New Jersey, New Mexico, New York, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, South Carolina, Tennessee, Texas, Utah, Vermont, Virginia, Washington, West Virginia, Wisconsin, and Wyoming.

Thank goodness! I spent last summer fielding these calls. I put Nomorobo on my phone but I had to report it to Nomorobo so that number would be blocked. The callers always worked their way around it. I have a FiOS landline and am able to log in and see what I need to block. I encouraged others to report these numbers to the FCC/FTC although it didn’t look like many bothered. We gripe and do nothing but complain. Most were for auto warranties and within the state. I contacted the RI PUC who gave me a vague reply, contacted again, and no reply. There are sites to look up numbers & most were coming from phones assigned by Global which doesn’t have a license to operate in RI.
These clowns follow the Do Not Call registry’s rules. They call between 9 AM and 9 PM so it’s deceiving. They also spoof others’ numbers (which is basically stealing). I’ve reported so many people who have supposedly called me but haven’t. It’s ridiculous.
I’m happy to hear that states are clamping down on these scammers. Whatever they’re selling, I don’t need!!
Now if they would so something about ‘phishing’ emails, I’d be a happy camper!!!!
