Local Veteran Organization Offering SNAP RELIEF/THANKSGIVING Â for Veterans and Spouses of Deceased Veterans

The Italian American War Veterans of the United States (ITAM) is offering local supermarket gift cards equal to up to half of a veteran’s or a deceased veteran’s spouse’s monthly SNAP benefit. For example, if a veteran is receiving $250 monthly SNAP benefit, a $125 local market gift card will be issued to the veteran. During the application process, the veteran will select the local market where he or she shops.
The fund has a $5,000 matching donation.
Veterans or the spouses of deceased veterans will request verification that the applicant is a veteran. After the program verification, the applicant will have to verify that he or she is receiving the SNAP benefits he or she is entitled to.
How does ITAM verify you are a veteran?
The following documents will be accepted: VA Health Care card, a RI License, or Real ID with designation of veteran on card, membership card to Italian American War veterans of US, DAV, VFW, AMVET, American Legion, etc. The veteran can email redacted proof of eligibility, [email protected] or text a picture to (401) 677-9838.
“We encourage all veterans receiving SNAP to apply,†said John A Cianci, Veteran Service Officer/Advocate for ITAM,†If we have needs beyond the $10,000 we are planning to raise, our organization will send out members to local markets ( with approval by market management), to stand outside the locations seeking customers to donate gift cards.â€
All interested veterans will have to provide documentations of current SNAP benefit, along with proof he or she is a veteran.

How do I apply for the ITAM SNAP Grant?
Call the ITAM office, (401) 677-9838. One of the volunteers will answer the call or call you back to discuss the best way for the veteran to apply and ensure his or her personal information is communicated and protected ( all documents of verification must redact ( blackened out) veteran’s have social security and date of birth).
How to verify SNAP benefits?
You can verify your SNAP benefit in Rhode Island by checking the online Customer Portal at healthyrhode.ri.gov, reviewing your award letter, or calling the DHS Call Center at (401) 462-5300 (for Option 2, you can use your Social Security Number or case number with your date of birth). You can also find information on your EBT card’s associated account via the Customer Portal or by calling the number on the back of the card.

Questions From Our Readers On Medicare
Q1: I am retired from the military and currently receiving TRICARE. Do I have to sign up for Medicare at age 65.
A1: Many veterans have health care options available to them as a benefit for their service in the military. USAA speaks with veterans who are Medicare eligible, and often, they have many questions related to health care needs and costs.
Yes, a veteran will pay a penalty if they choose TRICARE for Life after they are eligible, specifically by delaying their enrollment in Medicare Part B. This penalty is a 10% increase to your monthly Part B premium for each 12-month period you could have had coverage but didn’t sign up for it, and you pay this penalty for the rest of your life. To avoid this and ensure continuous coverage, it’s important to enroll in Medicare Part B when you first become eligible, even if you plan to use TRICARE for Life (which requires both Medicare Part A and Part B).
How to avoid a penalty
- Enroll in Medicare Part B when first eligible:Â To avoid the late enrollment penalty and a gap in your TRICARE coverage, sign up for Medicare Part B during your Initial Enrollment Period, which is typically when you turn 65.
- Understand Special Enrollment Periods: If you have other health coverage, such as through an employer, you can delay Medicare Part B and enroll during a Special Enrollment Period without penalty. You should sign up for Part B the month before your employer coverage ends to ensure your TRICARE for Life coverage starts on time.
TRICARE for Life , TFL is available to TRICARE beneficiaries, regardless of age or where you live, if you have Medicare Parts A and B. You’re eligible for TFL on the first date you have both Medicare Parts A and B, also known as Original Medicare. TFL will supplement Medicare Parts A and B coverage to absorb most, if not all, out-of-pocket expenses for services that are covered by Medicare. TFL includes prescription drug coverage. TFL does not include routine dental and routine vision benefits. Consider alternatives such as private coverage.
With the many benefits provided by TFL, you don’t need to sign up for a Medicare Supplement or Prescription Drug Plan.
However, you may be interested in other benefits such as dental, vision, and hearing coverage provided through a private insurance plan, or a Medicare Advantage plan.
If you decide to enroll in a Medicare Advantage plan in conjunction with TFL, it’s important to note that you will become responsible for submitting medical bills to TFL for reimbursement
Q2: Do I need Medicare A and B if I have VA Â Benefits
A2: Most military members will have access to varying levels of VA Health Care. The VA will not bill Medicare, so there is no coordination of benefits . Â VA coverage is considered creditable prescription drug coverage.
(However, VA coverage is not considered creditable medical coverage – Part B – by CMS)
VETTIP When selecting Medicare B and other plans, ensure to advise whoever is assisting you that the VA will be providing your prescriptions. Choosing the VA prescriptions, you should receive a monthly credit of Medicare. Of course, the VA does not cover some prescriptions, a separate PDP plan may be appropriate. Some veterans consider enrolling in a Medicare Advantage, Medicare Supplement, and/or Prescription Drug Plan, which requires enrollment in Medicare Parts A and/or B.
It’s important to understand that if you use the VA for your healthcare, you can have other forms of coverage like private insurance, Medicare, Medicaid, or TRICARE., CHAMPVA.
CHAMPVA is similar to TFL, however it’s for covering the spouse and children of a veteran who died of a service-connected disability, or a veteran who died on active duty, or rated permanently and totally disabled due to a service-connected disability.
Those that are eligible for Medicare, must enroll in Medicare Parts A and B to keep CHAMPVA benefits. Neither TFL nor CHAMPVA includes routine dental and vision benefits. If these services are essential to you, consider seeking private coverage by selecting plans that offer dental and or vision.
FAQ Medicare For Veterans
Do I have to sign up for VA Healthcare if I have VA Healthcare?
Reasons to sign up ( if you are not receiving VA disability or less than 30% VA rated)
- Unless you are 100% and or receiving VA disability to cover dental, the VA health care program does not include dental coverage.
- Unless you receiving 70 % or more, VA Healthcare does not include paying for long term care.
- If you are hospitalized and need rehabilitation, VA has limited options of in state facilities, and if you choose a local facility to make it convenient for your family to visit you while rehabbing, you could have to pay $250 – $500 a day during rehab.
VETTIP:Â I assisted a veteran trying to get reimburse by the VA for over $20, 000, as his only option for rehabilitation after a emergency hospital visit was either in West Haven Ct. or New Jersey. VA refused to reimburse, since he was offered options.

Guest of Honor
Lt. Col. Enoch “Woody†Woodhouse, USAF (Ret), is one of the last surviving Tuskegee Airmen, the famed Black combat flying unit from WWII. He was a finance officer with the 332nd Fighter Group. Woodhouse later graduated from Yale and Boston University School of Law and became a strong advocate for veterans. He will be 99 in January.

The 2025 Honorees
Raymond W. Barnes (1915-1992)
Barnes was a radioman/gunner whose B-17 was shot down over Germany in November, 1943. Seven crew members perished and three survived as POWs, including Barnes, who lost an eye during the fight. He was liberated in June 1945. His son Ron will go to Germany in 2026 to dedicate a memorial at the crash site.
SGT Edwin Lee Bowers, Jr., USMC (1936-
Bowers, who served in Marine Aviation as an enlisted navigator from 1956 to 1961, is the recipient of this year’s President’s Award, for his contribution is to the furtherance of the Hall of Fame itself. He has been an active and hard-working volunteer on our ship projects for more than 25 years, and has helped with the RIAHOF honors event since its inception in 2003.
CW4 Michael J. Carpenter, USA (Ret.) (1944-Â
Carpenter earned seven Air Medals flying light observation aircraft in Vietnam. He joined the RI Army National Guard in 1969, serving for the next 35 years. By retirement he had flown some 3700 flight hours, 800 of which were combat hours. His lifetime of service to Army Aviation resulted in the award of the order of St. Michael.
Robert G. Danis (1936-2009)
Danis soloed on his 16th birthday and went on to accrue more than 20,000 flying hours. He flew with the Civil Air Patrol and as a private charter pilot before spending 30 years with USAir. After retirement he launched Lincoln Flight Center in Smithfield. Bob was designated Pilot of the Year by the Ri Pilots Association, and received the Wright Brothers Master Pilot Award from the FAA.
Staff Sergeant Anthony J De Fusco (1923-1944) MIA, China
By 1944 DeFusco was a radio operator / gunner on a B-25 based in China. On August 23, 1944, his plane took off on a combat mission; they were not seen nor heard from again. He was one of six sons of Pasquale and Eileen De Fusco; five of whom served on active duty during WWII (of whom three were Army Air Forces veterans.). Anthony was the only one who did not return.
CW4 Alton L. Maurais, USA (Ret.)Â (1937-
Maurais flew helicopter gunships in Vietnam in 1966-67. He accrued 440 combat hours flying with an innovative aerial rocket artillery unit. Having served as a mechanic after enlisting in 1956, he reenlisted in order to fly. After Vietnam he worked as a commercial helicopter pilot and joined the RI Army National Guard. When he retired in 1997 he had accrued more than 11,000 flight hours, combining military and commercial time.
Eugene F. McSweeney (1921-2015)
Navy fighter pilot McSweeney was sworn in at exercises during the Army-Chicago Bears football game at Boston on September 20, 1942. He flew 79 Hellcat sorties off the carrier USS Bataan in 1945, accruing 305 combat hours. He earned the Distinguished Flying Cross and five Air Medals. At war’s end his final missions involved dropping food and supplies to POW camps in Japan.
RADM Darryl L. Walker USN (1963-
Admiral Walker, a Naval Aviator, is President of U.S. Naval War College. Walker enlisted in the Air Force in 1985 as an Air Traffic Controller and earned a BS from Embry-Riddle Aeronautical University in 1990. He was commissioned through Naval Aviation Officer Candidate School and was designated a Naval Flight Officer in 1992. He has accrued some 3900 flight hours and 696 carrier-arrested landings. He earned his MA from the Naval War College in 2002.
LTCOL Herbert “Herb†Woodcock, USAF (Ret.) (1928-2023)
Woodcock joined the Air Force and was commissioned as a navigator. He deployed to Okinawa during the Korean War; his units supported B-29 bombing missions. In January 1954 he survived a jet crash into the South China Sea. In Vietnam he was assigned to the 12th Air Commando Squadron, flying dangerous defoliation missions. He earned the Silver Star, two Distinguished Flying Crosses and eight Air Medals, as well as the Vietnamese Cross of Gallantry.

Rhode Island Aviation Hall of Fame (RIAHOF) is a volunteer driven non-profit group dedicated to identifying, honoring and perpetuating the memory of those individuals who have contributed to Rhode Island’s rich aviation history.
Over more than two decades, we have inducted nearly 100 individuals and one entire family (the Allen family of balloonists/aeronauts). We have also given special recognition awards to 40 individuals along with the four WWII WASP (Women Air Service Pilots) from RI and the 20 or so Tuskegee Airmen hailing from this state.
Few people know just how rich and varied our aviation history is, and just how many wonderfully skilled and talented contributors to the aerial age have been born in Rhode Island, were educated here, lived here for a portion of their lives or performed some great aviation-related act or service here.

Available Assistance For Veterans Impacted By Government Shutdown
Interest-Free Loans For Members of Navy Federal and USAA
Navy Federal Credit Union offers eligible members 0% APR (no interest) loans to help with financial disruption during a government shutdown, a program specifically for military service members, federal employees, and government contractors. To be eligible, members typically must have a direct deposit of their federal pay into a Navy Federal account. The loan amount is based on the most recent direct deposit, and the funds are automatically deducted once pay resumes. Eligibility Requirements
To qualify for the Government Shutdown Loan Program, you generally must meet the following criteria:
- Be a military servicemember, federal employee, or government contractor paid directly by the federal government.
- Have had your regular federal paycheck deposited into an active Navy Federal account recently.
- Have a regular direct deposit of at least $250.
- Have repaid any prior Government Shutdown loans that overdrew your account(s).
How the Program Works
- 0% APR Loan: Â The loan is offered with zero interest and no fees.
- Loan Amount: The amount of the loan is based on your most recent direct deposit, with limits up to $6,000.
- Automatic Repayment: Â Once the government reopens and your pay is resumed, the loan amount is automatically deducted from your account as repayment.
- Enrollment: You must register for the program in advance of your scheduled payday to ensure timely disbursement.
USAA Bank
As the possibility of a government shutdown looms, USAA is offering a helping hand to members.
“USAA has your back during a government shutdown,†the company said in a social media post.
According to USAA, the loan needs to be repaid within three months. The payment will also need to be split into two equal installments, the first due in about 60 days and the second in about 90 days.
To apply, individuals must be:
- A member employed by an impacted federal agency who direct deposits their government paycheck or pay
- An account holder on the impacted USAA Bank account
Qualified applicants must:
- Have direct deposit set up for a USAA Bank checking or savings account as of the federal payment disruption date
- Receive at least one qualifying direct depositâ€â€Šâ€ to that same account within 30 days before the start of the disruption
- Have a U.S. physical address or an APO, DPO, or FPO address
- Get a credit approval from USAA Bank
“Stability plays an important role in the financial security of our members — and empowering that security is our mission,†a statement on the company’s website says. “Members impacted by a government shutdown can count on USAA and may be eligible to apply for a no-interest loan and other payment relief options across our banking and insurance products.â€
USAA will launch the program “when its members are impacted by a government shutdown.†The program will be available at the discretion of the company, according to USAA.
Additional assistance for impacted members includes auto and property insurance, banking, life and health insurance and aid for active servicemembers

Operation Holiday Cheer
November 15-16
Lt. Gov. Sabina Matos hosted the kick-off event for the 23rd annual Operation Holiday Cheer at the state house. Numerous organizations, including the Rhode Island Blue Star Moms and the Rhode Island National Guard joined Matos.
Former Rhode Island Lieutenant Governor Charles Fogarty started Operation Holiday Cheer in 2002. The initiative was created to send care packages to Rhode Island service members stationed away from home during the holidays.  Fogarty started the program to show appreciation for the troops, but it quickly grew into an annual tradition.
Operation Holiday Cheer is an annual care package initiative for Rhode Island service members who will be stationed away from home during the holidays. It is organized by the Lieutenant Governor’s Office in partnership with the Rhode Island National Guard Family Assistance Center, the United States Postal Service, the Rhode Island Chapter of the American Red Cross, the Rhode Island Blue Star Moms, and Operation Stand Down Rhode Island.
The program relies entirely on the generosity of individuals and corporate and community sponsors who provide in-kind or financial contributions. Contributions are collected from across the state and volunteers help assemble the packages for shipment during a single weekend. This year, an estimated 300 care packages will be assembled and shipped during the weekend of November 15-16.

Saturday, Nov. 1st, WaterFire Full Lighting, 13th Annual Salute to Veterans Torch Procession. Lighting will begin at 5:57 PM, and fires will burn until 10:00 PM. WaterFire will be celebrating the 13th annual Salute to Veterans torch procession. This ceremony will honor Rhode Island’s veterans and active-duty military personnel from all branches of the military. Over 150 veterans and active duty military holding torches will process into the Waterplace Park Basin and create a Ring of Fire during the lighting of the WaterFire Braziers.
Because WaterFire Salute to Veterans is an official military ceremony involving military personnel, any currently serving military member, Guardsman, Reservist, or retiree is authorized to attend in their appropriate military uniform. WaterFire Providence encourages all retirees and serving military members to attend Salute to Veterans events in uniform so that their service may be recognized and celebrated by the general public.
A warming center will be available for all participating torchbearers at the Blue Cross Blue Shield of Rhode Island building. Here, torchbearers can grab a donut courtesy of Allie’s Donuts, snacks and coffee courtesy of Chisholm, Chisholm & Kilpatrick, Ltd, and Rise & Grind, and a Salute to Veterans Challenge Coin courtesy of Raytheon.
The speaking program will be held on the Basin Stage beginning at 4:30 PM with remarks from Daniel J. McKee Governor of Rhode Island, Representative Seth Magaziner, Gregg Amore, Secretary of State of Rhode Island, James Diossa, General Treasurer of Rhode Island, Senator Walter Felag, Jr., Chairman, Senate Committee on Special Legislation & Veterans’ Affairs, Representative Sam Azzinaro, Chairman, House Veterans’ Affairs Committee, Brett Smiley, Mayor, City of Providence, and a message from WaterFire Providence Executive Director, Mark Allan. The keynote speaker will be Brigadier General Andrew J. Chevalier, and closing remarks will be given by Kasim Yarn, Director of Veterans Services for the State of Rhode Island.
Following the speaking program will be performances from the Providence Firefighters Pipes & Drums at 5:30 PM and 5:40 PM. The torch ceremony will begin at 5:45 PM when the US Marine Corps League of RI Color Guard leads a 150 torch procession into the basin with Rhode Island’s Veterans and active-duty military personnel from all service branches.
Guests are welcome to join us on the Washington Street Bridge from 4:30 PM to 9:00 PM for a Veterans Resource Fair, including informational tents from Student Veterans of America, Bristol Chapter, Frost Call, Providence VA Regional Office, Moss Rehab Institute Brain Health, National Multiple Sclerosis Society, Fishing for the Mission 22, Josh’s Bootsand the United Way 211 Vehicle.
On the College Street Bridge, there will be a display of Military Vehicles presented by Bruce Ferreira and members of the Rhode Island Military Vehicle Collectors Club (RIMVCC). Guests can check out the vehicles from 6:00 PM to 9:00 PM.
On the Confluence (Steeple Street), where the rivers meet, a Missing Man Table will be set up to honor the memory of fallen, missing, or imprisoned military service members. Every piece of this touching memorial holds a special meaning, and we invite you to join us in taking a moment to reflect on our soldiers who are no longer with us or who are missing.
Stanley Tree will be providing a large American flag to fly over Steeple Street. There will also be a large American flag over Waterplace Park, presented by members of the Providence Fire Department, in honor of all veterans in Rhode Island, along with a 100 American flag installation lining Memorial Boulevard all night long.
A performance of Taps will take place at the World War I Monument in Memorial Park. There will also be wreath presentations at the World War II, Korean, and Rhode Island Nine Beirut Memorials. This will begin at 7:00 PM.
Chisholm, Chisholm & Kilpatrick, Ltd. will be in front of the RISD Auditorium from 4:30 PM to 9:00 PM
Rob Levine Law will be in front of Market House from 4:30 PM to 9:00 PM

The WaterFire Marketplace will return to Canal Street from 4:30 PM to 9:00 PM. Stop by to support WaterFire with a donation or purchase locally designed apparel, jewelry, glassware, and gifts. Our friends at Gather Glass will do live glass-blowing demonstrations and sell handmade goods. WaterFire will also have additional information and merchandise stations in front of the RISD Auditorium and on both sides of the basin in Waterplace Park. We encourage guests to stop by and purchase WaterFire merchandise or make a small donation.
From 4:30 PM to 9:00 PM, stop by the Basin Tunnel to check out work and live activations by current and past WaterFire Accelerate Artists. Artists include: Dorian Epps, Sydney Darrow, Grechel Rosado, Andrea Pascual, and Adolfo Peralta.
WaterFire Food fairs featuring local food trucks and vendors are located on Washington Street, Canal Walk, and College Street from 4:30 PM to 9:00 PM. Washington Street includes Kettle Korn Express, Full House Q, Incredabowl, Saugy Express, Atomic Blonde, and RaRa’s Surf Shack. Canal Walk includes Gather Farm Ice Cream, Del’s Lemonade, and Inside Voices. College Street includes Chill’s Cheesecakes, Taste of India, Sal’s, and White Dog Distilling.
Trinity Brewhouse will be serving up its local brews on the corner of Steeple Street and Canal Street from 4:30 PM to 9:00 PM. Morris Dancing, “Ladies of the Rolling Pin,†a lively English folk tradition dating back to the 1470s, will be performed in Memorial Park at 3:30 PM in front of the World War I Monument.
The Downtown Providence Park Network and Rhode Island Latino Arts invite the community to Ofrenda de Luz: DÃa de los Muertos at WaterFire, a vibrant celebration of Mexican heritage and tradition. The event will take place on College Street from 4:30 PM to 9:00 PM, featuring a community ofrenda, family crafts, sugar skull art, pan de muerto, Mexican hot chocolate, Catrinas, and a colorful dance performance by Grupo Misol-Ha Unidos Por el Folklore Mexicano at 6:30 PM.
The College Street Acoustic Music Stage will feature Luis Gilberto, playing in Spanish, Portuguese, Italian, and English. Luis plays Bolero, Bossa Nova, Rock / Pop, and the occasional sentimental ballad. He will take the stage at 5:00 PM, 6:00 PM, and 7:00 PM.
Andrew Anselmo, Origami Master, will be hanging out all night at Market Square, and visitors can find A Silent Soapbox living statue at the bottom of the Washington Street Bridge and Canal Walk starting at sunset.
The WaterFire Circle will return for this lighting in Market Square. Individual and Corporate members will enjoy a reception area with linens and tables from Pranzi Tents & Events. The tent will feature a curated grazing table courtesy of FireWorks Catering, beer, and wine from McLaughlin & Moran and Gooseneck Vineyards. WaterFire Walking Tour tickets are now available for purchase online. Led by long-time WaterFire volunteers, this tour covers the remarkable origin story, artistry, and hidden gems of Providence’s most cherished event. The volunteer-led tours are at 1:00 PM and 3:30 PM on November 1.

US Military Service Academies – Applications for Appointments
U.S. Representative Seth Magaziner (RI-2) has announced that he is accepting applications for appointments to the U.S. military service academies and the U.S. Merchant Marine Academy. As a member of Congress, Rep. Magaziner can nominate eligible candidates for appointment to four of the five U.S. service academies: the U.S. Military Academy (USMA), West Point, NY; the U.S. Naval Academy (USNA), Annapolis, MD; the U.S. Air Force Academy (USAFA), Colorado Springs, CO; and the U.S. Merchant Marine Academy (USMMA), Kings Point, NY.
The fifth service academy, the U.S. Coast Guard Academy (USCGA), New London, CT, does not require a congressional nomination for appointment.

Leave No Veteran Alone Program (https://italianamericanwarveteran.org)  – Monday and Saturday, ITAM seeks volunteers to meet up at designated nursing homes to meet and socialize with veterans living at the facility.
