VA Math: 50 + 30 = 70

Two to three times a month, veterans reach out to the Italian American War Veterans Resource Center to inquire about their monthly disability benefits, which they believe should be higher.
How does 50 + 30 =  70 % a monthly compensation payment work?
How “VA Math” Works
Instead of adding whole numbers, the VA takes percentages of percentages using the following steps: 
Rank by Severity: The VA lists your disability ratings from highest to lowest.
Step 1  –  Apply the Highest First: Starting at 100% “efficiency” or health, the VA subtracts your highest disability rating. For example, if your highest rating is 50%, you are considered 50% disabled and 50% healthy.
Step 2   –  Apply Subsequent Ratings: Your next rating is applied only to the remaining “healthy” percentage.Rounding: The final combined percentage is rounded up or down to the nearest 10% (e.g., 55% rounds to 60%, while 54% rounds to 50%.
Example:  A veteran receives a decision rating 50% for one condition and 30% for another. The veterans is expecting to be paid at the 80% monthly VA rating, 50=30=80.
Not so fast, according to VA Math, he will be paid at 70% VA disability rate. Here is how a 50% rating and 30% rating equals 70% combined VA rating:
Starting point: 100% healthy. 
Step 1 Condition 1 (50%): You are 50% disabled, leaving 50% efficiency.
Step 2 Condition 2 (30%): The VA takes 30% of the remaining 50%, which equals 15%
Step 3 Total Disability: Add the 50% and 15% together for a combined rating of 65%.
Final Rating: The 65% is rounded up to the nearest 10%, giving you a final combined rating of 70%.
Later, you file another claim and receive a 10% rating for the disability. Expecting an increase, you still are receiving VA compensation at a 70% rate. Using the VA calculator, the veteran’s rating remains at 70%.

They round this value to the nearest 10% to get your VA disability rating. They then use this VA disability rating to determine your monthly disability compensation payment.

If you have 2 or more disabilities that affect both sides of your body, this may increase your VA disability rating and compensation payment. Your VA disability compensation award letter will have your official rating.

Three former and current U.S. Department of Veterans Affairs (VA) employees from Brockton were federally charged with wire fraud in recent months for allegedly carrying out unrelated pandemic relief scams. 
Federal court records outline the following individuals and charges:
  • Denise Baez: A medical technician charged in May 2026 with wire fraud for allegedly submitting fraudulent tax documents to obtain \(\$41,666\) in PPP loans for a sole proprietorship, which federal prosecutors say she spent on personal expenses. 
  • Jesus Abreu: A former food service worker indicted in April 2026 for allegedly using false financial information and fraudulent tax documents to secure over \(\$74,000\) in EIDL and PPP loans. 
  • Wigenie Francois: A former nursing assistant who pleaded guilty in December 2025 to one count of wire fraud for fraudulently receiving \(\$20,000\) in PPP loans using fabricated tax forms. She was sentenced to one year of probation and ordered to pay restitution. 
The U.S. Attorney’s Office for the District of Massachusetts led the investigations alongside the VA Office of the Inspector General. 
Additionally, a former Brockton police officer and VA benefits service representative, Michael Darrah, was sentenced to three years of probation and ordered to pay restitution in early 2026 for a separate bribery and extortion scheme targeting veterans seeking disability claims. Veterans Affairs Employee Charged with Fraudulently Obtaining Multiple Covid-19 Benefits

A Brockton woman, who has been employed full-time as a Medical Technician with the U.S. Department of Veterans Affairs since August 2021, has been charged in federal court in Boston with wire fraud.

Denise Baez, 51, was charged on May 1, 2026 with two counts of wire fraud.

As alleged in the charging documents, Baez submitted two applications seeking Paycheck Protection Program (“PPP”) loans. In those applications, Baez made false claims regarding gross income purportedly earned from a sole proprietorship. To support these false claims, Baez allegedly attached fraudulent tax documents as part of the applications. The PPP loan applications were approved and Baez received $41,666. Baez allegedly used that money on personal expenses. However, in September 2021, Baez allegedly submitted loan forgiveness applications that falsely claimed the entire $41,666 was spent on payroll. Based on the misrepresentation, the loans were forgiven.    

The charge of wire fraud provides for a sentence of up to 20 years in prison, three years of supervised release, and a fine of up to $250,000 or twice the gain or loss, whichever is greater. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes that govern the determination of a sentence in a criminal case.  

United States Attorney Leah B. Foley and Special Agent in Charge Christopher Algieri with the Department of Veterans Affairs Office of Inspector General’s Northeast Field Office made the announcement today. Valuable assistance was provided by the U.S. Department of Labor, Employee Benefits Security Administration. Assistant U.S. Attorney Brian Sullivan of the Criminal Division is prosecuting the case.

This offers veterans a one-stop opportunity to learn about the full range of services available to them. Veterans will have the opportunity to enroll in VA health care and meet directly with Veterans Benefits Administration representatives.

Saturday, June 13, Tiverton library – Talk on Revolutionary War Art – Jill Sanford of Art for Your Mind FREE art appreciation program looking at images from the Boston Massacre to the surrender at Yorktown.

Tiverton Public Library

Famous people, places and events of the Revolutionary War through the eyes of artists who experienced it, from the Boston Massacre to the surrender at Yorktown. The program is open to the public and will be held at the library at 34 Roosevelt Ave. in Tiverton. The program is supported by a grant funded in association with “The American Revolution,” a film by Ken Burns, Sarah Botstein and David Schmidt. Purple Heart Monument Project to Honor America’s Combat-Wounded Veterans

A new community initiative, the Purple Heart Monument Project, has been launched by the RI Commandery of the Military Order of Foreign Wars, to create a lasting tribute to the brave men and women who were wounded or killed in service to the United States.

The planned monument, to be placed in the RI Veterans’ Cemetery, will serve as a place of reflection, remembrance, and education—honoring recipients of the Purple Heart while helping future generations understand the true cost of freedom. Designed as a permanent and meaningful landmark, the monument will recognize the courage and sacrifice of service members across all branches and eras.

In a unique historical connection, the monument will also feature the Badge of Military Merit, established by General George Washington in 1782—the nation’s first military decoration and the predecessor to the Purple Heart. This inclusion highlights the enduring legacy of honoring sacrifice from the founding of the United States to the present day.

The legacy project is also being developed as part of the commemoration of America’s upcoming 250th anniversary, making it a timely and significant addition to the community’s efforts to celebrate the nation’s history and values.

Organizers are currently seeking community support, including financial contributions, sponsorships, and partnerships with local organizations to bring the monument to life. Opportunities are also available for educational programming and public engagement tied to the project.

“This monument is more than a structure—it is a symbol of gratitude and a commitment to never forget those who have given so much for our country,” said Ron Barnes, Commander of the Rhode Island Commandery of the Military Order of Foreign Wars.

Leave No Veteran Alone Program (https://italianamericanwarveteran.org)     – Monday and Saturday, ITAM seeks volunteers to meet up at designated nursing homes to meet and socialize with veterans living at the facility. We schedule the facilities 30 to 60 days in advance. Information on the National Desert Shield and Storm Memorial

The Desert Shield and Desert Storm Memorial is a new national monument to be built at the National Mall in Washington D.C.The groundbreaking ceremony occurred on July 14, 2022.

Although we have been constructing the various elements of the memorial off-site for several years, on-site construction has begun.  The dedication will be October 24, 2026.

National Desert Storm and Desert Shield War Memorial Act – Authorizes the National Desert Storm Memorial Association to establish a commemorative work on federal land in the District of Columbia to commemorate and honor those who, as members of the Armed Forces, served on active duty in support of Operation Desert Storm or Operation Desert Shield.

Construction of the Memorial is led by the National Desert Storm Memorial Association, a 501(c)3 organization in Washington, D.C. The association is led by a Board of Directors comprised of veterans who served during Operation Desert Storm. Free Rhode Island Hunting and Fishing Licenses for 100% Disabled Veterans:

A Veteran who has a 100% disability rating from the VA is eligible for free Rhode Island hunting and fishing licenses.

No cost licenses are available if you are:

  • over 65 AND a Rhode Island resident
  • a veteran with 100% disability status from the Department of Veterans Affairs
  • a person with 100% total disability status from the Social Security Administration

To apply in person at DEM, please bring a photo ID and an ORIGINAL DOCUMENT OF THE FINAL DECISION(S). Office hours are 8:30 a.m. to 3:30 p.m. Monday through Friday. (directions)

To apply by mail, please complete an application and mail the application and a copy of your photo ID and the ORIGINAL DOCUMENT OF THE FINAL DECISION(S). Please allow two weeks for processing. Free Rhode Island State Park Passes for 100% Disabled Veterans:

Rhode Island offers the State Park Disability Pass for use at any state-owned recreational facility to disabled Veterans who have a 100% service-connected disability rating from the VA.

The State Park Disability Pass authorizes free admission and parking but does not exempt the following:

  • Licensing fees
  • Camping fees
  • Picnic table fees
  • Specialized facility use fees
  • Use of equestrian areas
  • Performing art centers
  • Game fields fees
  • Mule shed fees

If the disabled Veteran cannot drive, the vehicle transporting the Veteran will not be charged.

Veterans must apply in person at the Rhode Island State Parks and Recreation Headquarters and are required to show official documentation (dated within the past year) from the VA that states they have a 100% service-connected disability.

John A. Cianci is a Veteran Service Officer. Retired, U.S. Army MSgt., Persian Gulf War and Iraq War combat theater.
