    Why does Providence need more upscale housing? That’s a case of putting the cart before the horse. When this State (not just Providence) provides the “better jobs market”, the so-called ”upscale housing” remains vacant.
    I’d like to see a definition of a “working professional”. My own definition is the white-collar worker. As a former white-collar worker, I still couldn’t afford any upscale housing. A white-collar person is usually a clerical/nursing/etc. job, not necessarily managerial (or there would be more chiefs) who aren’t/don’t make a 6 figure salary.
    Do developers look at the population – salaries, family size, occupations? Most are 5 figure salaries and a $3000 a month house/apt. is unaffordable.
