Q: I heard President Biden issues a pardon for all veterans who were discharged for being gay. If true, what do I need to do to get my discharge upgraded? Michael, Fall River
A: On June 26, 2024, the White House issued a statement from President Joe Biden on the Pardon of LGBTQI for service members wrongly convicted:
An estimated 100,000 service members since World War II have been kicked out of the military because of their sexual orientation, officials say, including more than 13,000 under the Don’t Ask, Don’t Tell policy between 1994 and 2011.
The practical impact of offering clemency to people who were convicted is that it could allow veterans to take advantage of benefits they’ve been denied, such as military pensions, home loans and college tuition benefits.
But veterans will not automatically have their convictions wiped – they have to apply and go through a military approval process.
“Once they apply for that certificate of pardon, they can then use that certificate of pardon to apply to have their discharge characterization changed with the relevant military branch. And that for many of them should unlock, down the road, access to critical benefits,” a senior administration official said on a call with reporters on Tuesday.

The Legal Services for Veterans (LSV) program aims to increase access to legal services to eligible Veterans through the award of grant funds and by promoting Medical Legal Partnerships and VA-affiliated legal clinics throughout the Veterans Health Administration (VHA).

Rhode Island Victory Day Celebration
WANTED: LIVING WORLD WAR II VETERANS
The Italian American War Veterans of the US, (ITAM) will be celebrating Victory Day on Monday August 12th, an official Rhode Island State holiday.
The event will be held at 2 locations, Dan’s Place, Victory Highway West Greenwich and Perella’s Ristorante, Metacom Ave, Warren Rhode Island. Celebrity hosts include Arlene Violet and Tara Granahan. Violet will be at Perella’s and Granahan will be at Dan’s Place. Both locations will have members of the Greatest Generation , World War II Veterans. Attendees will have the opportunity to socialize with the WWII veterans and hear their stories,
Rhode Island is the only state to have a day of commemorative victory over Japan. The surrender of the empire of Japan in World War II was announced by Emperor Hirohito on 15 August and formally signed on 2 September 1945, ending the war.
Rhode Island’s contribution to World War II vastly exceeded its small size. In Narragansett Bay at Quonset Point, they included the Northeast’s largest naval air station and the main training center for the Seabees. In Newport and Aquidneck Island, they included the nation’s most important torpedo production facilities, a naval training station for some 500,000 sailors, and the nation’s main PT boat training center. Three special, top-secret German POW camps were based in Narragansett and Jamestown. Meanwhile, Rhode Island workers from all over the state—including for the first time many women—made their contributions by manufacturing military equipment and building warships, most notably the Liberty ships at Providence Shipyard.
According to The National WWII Museum, there are still 1,033 World War II veterans living in Rhode Island, the 12th fewest of all states. WWII veterans comprise 2.1% of the state’s total veteran population of 49,206. Nationwide, WWII vets account for 1.0% of the total veteran population. “Arlene and Tara are two of the biggest supporters of veterans and their families,” said the Department Commander , Italian American War Veterans of US.
Another special guest will be 12 year old Lilliana, granddaughter of one of ITAM members. “Lilliana is a star herself and at an early age,” said Wendy Cianci, member of the auxiliary. “She connects with veterans with her kindness and respect that she shows the veterans when she meets them and or volunteering at veteran events the future of America.” Many recall Lilliana collected over 500 gifts for the veterans living at the Rhode Island Veterans Home. Her efforts drew national attention, to include a White House visit to meet President Trump.

“This year, we are trying to improve the quality of lives of our veterans living at these facilities. For example, we are going to purchase firesticks, Alexa, WIFI Digital Picture Frames, Prepaid Trac Phones, etc…, items many of the veterans would like, but can’t afford with only $75 a month left, which most use to purchase personal hygiene items,” said Cianci. “First hand we see their needs that many of the veterans will not ask for.”
The entire proceeds from the event will benefit veterans and spouses of deceased veteran living in long-term care facilities.
“ITAM third annual Veterans Santa program fulfills wish list items by veterans living at these long term facilities. Many of these veterans are left with $75 after paying for his or her care at the facility.

Providence Children’s Museum Offers Free Admission to Active Military Families This Summer
Providence Children’s Museum (PCM) is thrilled to announce its participation in the Blue Star Museums program this summer. The national initiative, a collaboration between the National Endowment for the Arts, Blue Star Families, and the Department of Defense, provides free admission to all currently serving U.S. military personnel and their families from Armed Forces Day, Saturday, May 18, 2024, through Labor Day, Monday, September 2, 2024.
“We are honored to join museums nationwide in recognizing the service and sacrifice of our active-duty military families,” said Caroline Payson, Executive director. “PCM is a wonderful place for families to explore, learn, and create together, and we’re excited to welcome military families for free this summer.”
“Military families love Blue Star Museums, and we couldn’t run this program without the National Endowment for the Arts and the museums across the nation who show they care by participating,” said Blue Star Families CEO Kathy Roth-Douquet. “Access to museums enriches military families, creates wonderful family memories, and helps us feel connected to our communities so that we can thrive and do the hard job we have to do for the country. I am delighted for us to launch the 14th year of this very special program.”
The free admission program is available for those currently serving in the United States Military—Air Force, Army, Coast Guard, Marine Corps, Navy, and Space Force, members of the Reserves, National Guard, U.S. Public Health Commissioned Corps, NOAA Commissioned Corps, and up to five family members. Qualified members must show a Geneva Convention common access card (CAC), DD Form 1173 ID card (dependent ID), DD Form 1173-1 ID card or the Next Generation Uniformed Services (Real) ID card for entrance into a participating Blue Star Museum.
Providence Children’s Museum serves children and adults of all backgrounds and from all communities. Its focus is on children, ages 1 to 11, and the adults who care for them by presenting hands-on, play-based exhibits and programs that explore arts, culture and science, technology, engineering, and math.

35th National Muster of Fifes & Drums coming to Fort Adams Aug. 9-10.
Two of Rhode Island’s historic militias, the Kentish Guards and Pawtuxet Rangers, both celebrating their 250th anniversary, are hosting this exciting national event. Fife & drum corps from all over get together once a year for this spectator-friendly event. All performances are open to the public at no charge.
On Friday evening from 7 to 9 p.m. there is a tattoo at which select corps are invited to perform mini concerts. On Saturday an opening parade will kick off the festivities at 11 a.m. Muster performances begin at 1:30 p.m., with each corps performing three or four songs. The event concludes with all musicians playing the same songs together – a sort of jam session.
So far, 43 corps have registered. Participants include the famous 3rd U.S. Infantry Old Guard from Arlington, Virginia (Tomb of the Unknown Soldier), and the Argovia Rebels are coming from Switzerland.

All veterans and active service members are welcome, as well as immediate family members.There is no charge for the golf clinics, golf equipment or the food that follows. Two ‘ParaMobile’ golf carts are also available. The remaining 2024 schedule (all Thursdays): July 25, August 8, August 22, September 12, September 26, Oct. 10.
Typical agenda: 5 to 6:30 p.m.: Instruction on the range, plus playing as many holes as we can (or desire). A light meal and soft drinks will follow the golf, allowing a few minutes to unwind and talk about our golfing exploits.

The free admission program is available for those currently serving in the United States Military—Air Force, Army, Coast Guard, Marine Corps, Navy, and Space Force, members of the Reserves, National Guard, U.S. Public Health Commissioned Corps, NOAA Commissioned Corps, and up to five family members. Qualified members must show a Geneva Convention common access card (CAC), DD Form 1173 ID card (dependent ID), DD Form 1173-1 ID card or the Next Generation Uniformed Services (Real) ID card for entrance into a participating Blue Star Museum.
Providence Children’s Museum serves children and adults of all backgrounds and from all communities. Its focus is on children, ages 1 to 11, and the adults who care for them by presenting hands-on, play-based exhibits and programs that explore arts, culture and science, technology, engineering, and math.

Free Help for Homeless Veterans
Veterans who are homeless or at risk of homelessness—and their family members, friends, and supporters—can make the call to or chat online with the National Call Center for Homeless Veterans, where trained counselors are ready to talk confidentially 24 hours a day, 7 days a week.

Free Golf, Goddard Park Golf Course Fee Exemption for Totally Disabled Veterans:
Rhode Island resident Veterans who have a 100% permanent and total, service-connected disability rating from the VA are exempt from paying any fees to play golf at the Goddard Park Golf Course. For more information call the Clubhouse at Goddard Memorial State Park from April 1st through the 3rd Saturday in November at 401-884-9834 or year-round at Division Headquarters at 401-667-6200.
Free Rhode Island Hunting and Fishing Licenses for 100% Disabled Veterans: A Veteran who has a 100% disability rating from the VA is eligible for free Rhode Island hunting and fishing licenses.
No cost licenses are available if you are:
· over 65 AND a Rhode Island resident
· a veteran with 100% disability status from the Department of Veterans Affairs
· a person with 100% total disability status from the Social Security Administration
To apply in person at DEM, please bring a photo ID and an ORIGINAL DOCUMENT OF THE FINAL DECISION(S). Office hours are 8:30 a.m. to 3:30 p.m. Monday through Friday. (directions)
To apply by mail, please complete an application and mail the application and a copy of your photo ID and the ORIGINAL DOCUMENT OF THE FINAL DECISION(S). Please allow two weeks for processing.

To purchase online, you will be required to certify that you have an ORIGINAL DOCUMENT OF THE FINAL DECISION(S). You will also be required to enter the date the decision expires. The Department will audit compliance with the certification and may, at any time, request a copy of the current DOCUMENT OF THE FINAL DECISION(S). Failure to submit the documentation by the date requested may result in the suspension of your fishing and hunting license. Also, Rhode Island General Law 11-18-1 prohibits giving false documents to an agent, employee, or public official. The penalty is a misdemeanor punishable by a fine of up to $1,000 or imprisonment up to one year.
Rhode Island Hunting and Fishing Benefits for Service Members and Veterans: Rhode Island offers several hunting and fishing benefits to Service members and Veterans. A short description of each is listed below. Applicants are required to show documentation proving eligibility when they apply:

Free Rhode Island State Park Passes for 100% Disabled Veterans: Rhode Island offers the State Park Disability Pass for use at any state-owned recreational facility to disabled Veterans who have a 100% service-connected disability rating from the VA.
The State Park Disability Pass authorizes free admission and parking but does not exempt the following:
· Licensing fees
· Camping fees
· Picnic table fees
· Specialized facility use fees
· Use of equestrian areas
· Performing art centers
· Game fields fees
· Mule shed fees
If the disabled Veteran cannot drive, the vehicle transporting the Veteran will not be charged.
Veterans must apply in person at the Rhode Island State Parks and Recreation Headquarters and are required to show official documentation (dated within the past year) from the VA that states they have a 100% service-connected disability.
