Bob DaSilva

New officers for R.I. League of Cities and Towns. Municipal awards presented.

The Rhode Island League of Cities and Towns elected East Providence Mayor Bob DaSilva as its president and a new slate of officers at its 56thannual meeting in September. 

“I am honored to have been selected by my fellow mayors, town managers and administrators to represent the needs of our 39 cities and towns,” said Mayor Bob DaSilva, League President. “I look forward to continuing to work with our state and federal leaders to tackle critical issues facing our communities, while also maintaining affordability for local taxpayers.” 

DaSilva added “On behalf of our members, we extend our gratitude to Mayor Lombardi for leading the League through some of the most challenging times, including a pandemic.”

AWARDS

In addition to electing a new slate of officers, the League presented the Daniel L. Beardsley Excellence in Municipal Government Awards. The award was renamed this year in memory of Beardsley, who served as the League’s executive director for forty-two years and passed away last year. The League recognized the following municipal employees who have gone above and beyond in their service to their communities:

Norelys Consuegra, Director of Mayor’s Center for City Services, Providence

Norelys is a true compassionate city steward and leader. Leading the city’s central hub to bring all residents accountable, transparent, efficient and proactive city services. No matter what claim or complaint is filed, Norelys commits herself each and every day to resolving every case that a resident submits in a timely, professional manner. Norelys is the true definition of how city government should work for its residents. And she does it all with a smile every day!

Ralph Nahigian, Communications Director, North Providence 

Ralph was hired in 2008 as the communications director in the town’s public safety department where he maintained, supervised, trained and managed all police and fire personnel and all radio and dispatch operations. He then became responsible for all IT operations, including school operations, more than 20 social media accounts, announcement and portable systems, FEMA and RIEMA action plans, and all technology for municipal emergencies. Ralph’s work ethic, positivity and professional impact has been invaluable to the residents of North Providence.

David Duchesneau, Information Technology Director, Smithfield 

David has been an impactful member of the Smithfield team since joining the town a year and a half ago. He has designed and implemented an entirely new technology infrastructure for the town while bringing it to cybersecurity compliance. David has created a culture in the IT Department that is committed to providing dependable, secure, and cohesive technology solutions that are in harmony with the town’s strategic objectives, all while upholding a standard of excellence in customer service.

Kevin Breene, Town Administrator, West Greenwich 

Born and raised in West Greenwich, Kevin Breene is, to many, the face of the town. In one capacity or another, Kevin has served the town for more than 40 years, investing his heart and soul into his work. Kevin was appointed as the first West Greenwich town administrator in April of 2002. Serving as the town’s administrator has always been much more than a job to Kevin. He worked closely with Dan Beardsley, a man he respected and admired, and noted receiving this award is truly an honor.

The League also recognized Denise Arrighi for her twenty years of service as office administrator and congratulated her on her retirement.
