Operation Red Card in Providence Leads to RI, MA Arrests in World Cup Human-Trafficking Enforcement

This story combines several law-enforcement announcements connected to World Cup-related human-trafficking and child-exploitation enforcement efforts in Rhode Island and Massachusetts. The Rhode Island operation and FBI Boston arrests were announced separately.

Rhode Island State Police said six men were arrested as part of Operation Red Card, a World Cup-related enforcement effort focused on human trafficking, child exploitation and commercial sex activity. State Police said the operation involved several law-enforcement partners, including Massachusetts State Police, the FBI, NCIS, the Rhode Island Attorney General’s Office and the U.S. Attorney’s Office.

In a separate announcement, FBI Boston said seven Massachusetts men were arrested between June 12 and June 16 by its Child Exploitation–Human Trafficking Task Force

Joshua Lincoln, 27, North Providence, RI (Indecent solicitation of a minor; electronically disseminating indecent material to a minor)
Jacob Palazzo, 26, Cranston, RI (Indecent solicitation of a minor)
Franco Miccoli, 60, Johnston, RI (Procurement of sexual conduct for a fee)
Travis Shaw, 38, Tiverton, RI (Electronically disseminating indecent material to a minor)
Rocky Joseph, 38, Central Falls, RI (Electronically disseminating indecent material to a minor)
Richard Lallier, 34, Rehoboth, MA (Attempted enticement; attempted interstate travel for sexual contact with a minor under 16; attempted transmission of obscene material to a minor)

All, except Lallier, were released on personal recognizance.

FBI Boston said their own arrests, listed below, took place between June 12 and June 16, 2026, as part of its Child Exploitation–Human Trafficking Task Force efforts tied to human trafficking and sexual exploitation of children around World Cup matches.

The charges listed were: sex for a fee with a child under 18, enticement of a child under 16, and attempted rape of a child.

  • Jonathan Matthew William Durocher, 34, of Brockton
  • Trevon Hubbard, 31, of Middleboro

  • Gerald Sabatinelli, 71, of Hyannis

Additionally, Operation Yellow Card, led by the U.S. Marshals Service District of Massachusetts, recovered 35 endangered missing children from Massachusetts ahead of and during the World Cup period. Officials said the children were located in Massachusetts and in other states, including Georgia and Texas. The announcement did not identify recoveries in Rhode Island or specify whether any children were recovered in Boston, though Boston Police and several Boston-area agencies were listed as partners.

All charges are allegations, and the defendants are presumed innocent unless and until proven guilty in court.

When huge sporting events come to a region, prostitution and trafficking operations often try to follow the money and the crowds. The World Cup brings an unusual concentration of visitors, hotels, transportation, nightlife and short-term work — all areas where vulnerable people can be exploited. That is why federal, state and local law enforcement often step up undercover operations, missing-child recovery efforts and public-awareness campaigns before and during major events.
