New law waives VIN check fees for veterans and military members

Legislation sponsored by Senate Special Legislation and Veterans’ Affairs Committee Chairman Walter S. Felag and Rep. Jennifer Boylan to waive the fee for vehicle identification number (VIN) inspections for veterans and active-duty military personnel has been signed into law.

“From exempting military pensions from state income tax, to waiving pet adoption fees for veterans to creating special vehicle plates for Bronze Star Medal and Purple Heart recipients, the General Assembly has worked over the years to make Rhode Island even more welcoming to veterans and active military members,†said Chairman Felag (D-Dist. 10, Warren, Bristol, Tiverton). “This bill is another way our state can show our appreciation and gratitude for the service and sacrifice of our military service members who have protected our nation and continue to do so.â€

Said Representative Boylan (D-Dist. 66, Barrington, East Providence), “Waiving these fees is a small way we can welcome military service members and their families to the Ocean State. Service members often move more frequently than civilians due to the commitment of their service, meaning these fees can add up.â€

When a resident registers a vehicle in Rhode Island for the first time and that vehicle’s last registration was in another state or country, they must have the VIN checked against the vehicle’s paperwork at their local police department. The legislation (2025-H 5081A, 2025-S 0075aa) waives the $10 fee for this certification for veterans and active-duty military personnel, including National Guard membe’rs and military reserves.

Q: I live in an area that’s not convenient for driving to the VA emergency room. Can I get medical care for my finger, which I believe I broke while working in the yard? And if yes, how can I find a VA-approved facility? – Casey, N. Smithfield

A: First, you must be enrolled in VA medical care and have used VA medical care within 2 years. Since you are eligible to go for your annual physical, and your finger is considered a minor injury, you have the authority to use a community care partner of the VA.

What is covered?

Covered urgent care services

We cover urgent care services at VA medical centers as well as in-network urgent care centers and walk-in retail health clinics. You don’t need to get a referral before you get urgent care.

These are examples of covered services:

• Care for minor injuries and illnesses (like strep throat, pink eye, sprained muscles, and skin and ear infections)
• Diagnostic services like X-rays and some types of lab tests
• Some types of medicines and vaccines

Veteran Burial Resource Guide

RI Veteran Memorial Cemetery, Exeter, RI

Changes to federal laws have made veterans who were previously ineligible for the RI Veteran Cemetery now eligible. For example, previous members of the RI Guard and/or reserve are ineligible, unless they met active duty requirements and/or served in a conflict.

However, the Burial Equity for Guards and Reserves Act, which made National Guard and Reserve members eligible for burial in state veterans’ cemeteries regardless of their active-duty status, was enacted on March 15, 2022. This legislation ensured that Guardsmen and Reservists meeting certain criteria, such as not having a dishonorable discharge, would be eligible for burial in state veterans’ cemeteries, even if they didn’t meet the previous, more restrictive, eligibility requirements

Do I have to sign up for VA Healthcare if I have VA Healthcare?

Reasons to sign up ( if you are not receiving VA disability or less than 30% VA rated)

1. Unless you are 100% and or receiving VA disability to cover dental, the VA health care program does not include dental coverage.
2. Unless you receiving 70 % or more, VA Healthcare does not include paying for long term care.
3. If you are hospitalized and need rehabilitation, VA has limited options of in state facilities, and if you choose a local facility to make it convenient for your family to visit you while rehabbing, you could have to pay $250 – $500 a day during rehab.

VETTIP: I assisted a veteran trying to get reimburse by the VA for over $20, 000, as his only option for rehabilitation after a emergency hospital visit was either in West Haven Ct. or New Jersey. VA refused to reimburse, since he was offered options

What options does a veteran have if denied a clinical procedure at a VA Hospital?

Step 1: I would recommend that you contact your primary care provider and tell them that the referral was denied.

Step 2 initiate a clinical appeal.

If you disagree with a VA medical treatment decision, you can initiate a Clinical Appeal, a process where a higher-level review of the decision is requested, potentially involving the facility’s chief medical officer and other experts.

• What is a Clinical Appeal?
• A clinical appeal is a formal, written request for a review of a medical treatment decision made by your VA care team.
• It’s used when you disagree with a decision about your care or treatment.
• How to Initiate a Clinical Appeal?

• The patient advocate will guide you through the process and help you file a written appeal.
• The advocate will work with the facility’s chief medical officer and other experts to review the medical treatment decision.

Free Golf, Goddard Park Golf Course Fee Exemption for Totally Disabled Veterans:

Rhode Island resident Veterans who have a 100% permanent and total, service-connected disability rating from the VA are exempt from paying any fees to play golf at the Goddard Park Golf Course. Free Rhode Island Hunting and Fishing Licenses for 100% Disabled Veterans:

A Veteran who has a 100% disability rating from the VA is eligible for free Rhode Island hunting and fishing licenses.

No cost licenses are available if you are:

• over 65 AND a Rhode Island resident
• a veteran with 100% disability status from the Department of Veterans Affairs
• a person with 100% total disability status from the Social Security Administration

To apply in person at DEM, please bring a photo ID and an ORIGINAL

DOCUMENT OF THE FINAL DECISION(S). Office hours are 8:30 a.m. to 3:30 p.m. Monday through Friday. (directions). Free Rhode Island State Park Passes for 100% Disabled Veterans:

Rhode Island offers the State Park Disability Pass for use at any state-owned recreational facility to disabled Veterans who have a 100% service-connected disability rating from the VA.

The State Park Disability Pass authorizes free admission and parking but does not exempt the following:

• Specialized facility use fees
• Use of equestrian areas

John A. Cianci is a Veteran Service Officer. Retired, U.S. Army MSgt., Persian Gulf War and Iraq War combat theater.

Cianci, a combat disabled Veteran, served in Desert Shield/Storm and Operation Iraqi Freedom. His awards include Bronze Star, Combat Action Badge, Good Conduct, and others.

Cianci belongs to numerous veterans organizations – Italian American War Veterans, American Legion, Veterans of Foreign War, and many more organizations. He is an active volunteer assisting veterans to navigate federal and state benefits they have earned. He is Department of Rhode Island Department Commander Italian American War Veterans and Veteran Service Officer.
