RI Veterans: Did you know? 26.06.25 (Golf – Early Retirement – Events – Benefits) – John A. Cianci
Guard and Reserve Can Collect Retirement Before Age 60
Even if you’re not eligible for full Reserve retirement benefits, you may be able to receive Reserve retirement pay before age 60 if you have been activated to qualifying active duty. Members of the Guard and Reservists can start collecting military retirement before age 60 without penalty if they were called to active duty while in the Guard and or Reserve.
Simply put, a member of the Guard and or Reserve can start collecting his or her military pension before age 60, and as early as 50. For example, after reviewing my retirement, I was advised I could start collecting my reserve retirement for serving in the Guard for almost 22 years at age 58 ½. No penalty, I could start collecting the same amount if I waited until I was 60. However, 60 years old remained the eligibility for age 60.
Potentially retire early by reducing the standard age 60 retirement eligibility based on qualifying active duty or active service performed in the Ready Reserve. This reduction is typically three months for every 90 days of qualifying active service, with a minimum age of 50.
Here’s a breakdown of the key rules:
- 20 Qualifying Years:
Reservists must accrue 20 qualifying years of service to be eligible for retirement pay. A qualifying year is one in which a member earns at least 50 retirement points.
- Qualifying Active Service:
Service under specific mobilization orders (e.g., 10 U.S.C. § 12301(d), 12304b) or during a national emergency (e.g., 32 U.S.C. § 502(f)) can count towards early retirement, according to the National Guard.
VETTIPÂ If you are still a member of the Guard and or Reserve and were mobilized, obtain a copy of your orders and review the authority. If
- Age Reduction:
Each aggregate 90 days of qualifying active service in a fiscal year reduces the retirement age by three months.
- Minimum Age:
While the standard retirement age is 60, the age reduction can bring the retirement pay eligibility down to a minimum of 50.
- Application:
Reservists must apply for retirement pay through their respective military department, and payment is not made until requested.
- Not Creditable:
Inactive duty training (IDT) and inactive duty for training (IDTT) do not count toward reducing the retirement age, according to MyNavyHR.
VETTIP If you served in the RI Guard and need to apply before age 60 before age 60, contact the RING Retirement Service Office, Mr. Raymond R. Petrin, (401)275-4142 or email [email protected]. Petrin provides Assistance with retirement information for Rhode Island National Guard members.Â
More information on early retirement:
For example, if an RC member was activated for 90 days of qualifying active duty, they could retire three months early. If they were activated for 180 days of qualifying active duty, they could retire six months early.
Currently, these qualifying days can cross into consecutive fiscal years, but this only applies to activations on 01 October 2014 (or fiscal year (FY)15) and later. A fiscal year is a period of 12-months outside of the regular calendar year that businesses and governments use for accounting and budgeting purposes.
Before FY15, 90-day periods had to be completed within the same fiscal year to be eligible for a reduction.
With that in mind, the rules surrounding qualifying service for early RC retirement differs depending on the time period that you were on active duty:
- If you were activated between Jan. 28, 2008 – Sep. 30, 2014, you must serve 90 days on active duty within a fiscal year.
- If you were activated between Oct. 1, 2014 – present, you must serve 90 days on active duty and your service time can cross into consecutive fiscal years.
Here’s how your days of qualifying active duty service after FY15 can reduce your retirement age:
| Days of Qualifying Service | Retirement Age Reduced by* |
| 90 days | 3 months |
| 180 days | 6 months |
| 270 days | 9 months |
| 360 days | 1 year |
| 450 days | 1 year and 3 months |
*Remember that the Reserve retirement eligibility age cannot be lowered below 50 years old.Â
Qualifying Service
Qualifying active service can be divided into two groups depending on when you served:
- Starting Jan. 28, 2008:Only Reserve members activated on a deployment in support of overseas operations, such as the Iraq or Afghanistan campaigns, could count days towards early retirement.
- Starting Jan. 2013:National emergencies, including natural disasters such as earthquakes, hurricanes, tornadoes, floods, etc., begin counting as qualifying service.
Members of the RCs are also eligible to retire early if they were in a Warrior Transition Unit and were injured while mobilized for responses, as mentioned above.
Under the current guidelines, most active duty activations count for Reserve early retirement, including deployments in support of overseas operations, support for natural emergencies which are authorized by the governor and paid for by federal funds, as well as active duty training and attending military schools.
Qualifying Orders
You can check your paperwork for the following orders to see if your active duty time qualifies for early retirement. A 2012 OpJAGAF statement outlines active duty time under the following orders as acceptable to count toward early retirement:
- Title 10 10 U.S.C. § 12301(d)
- 10 U.S.C. 101(a)(13)(B) covering section 688, 12301(a), 12302, 12304, 12304a, 12305, 12406, 10 U.S.C. Chapter 15 (§§ 331-335)
- 32 U.S.C. § 502(f)
Non-Qualifying Service
However, not all service counts toward Reserve early retirement. Guard or Reserve duty that cannot count towards early retirement includes:
- Weekend drills
- Two-week annual training
- Full-time AGR or TAR status
- Muster duty
- Activation for courts – martial or disciplinary reasons
- Not participating at a satisfactory level
Additionally, you must have already been a member of the Guard or Reserves when you were activated for qualifying service. Members who originally joined the service as active duty then later transitioned to the Guard or Reserves are not able to count their previous active duty service toward early retirement.
Non-Qualifying Orders
According to the same OpJAGAF release active duty time under the following orders does NOT qualify for early retirement:
- 10 U.S.C. § 10211*
- 10 U.S.C. § 12310
- 10 U.S.C. § 688a
*For service under orders 10 U.S.C. § 10211 to qualify for early retirement, the President must formally declare a national emergency and specifically designate § 10211 as one of the statutory authorities to be affected by the emergency.

FOLLOWUP – PGA Reach Event at Kirkbrae Country Club, Lincoln, RI

RINEWSTODAY previous article:
Pictures compliments of Sydney Reichard NEPGA WORKS FELLOWÂ
Over 100 golfers participated in the PGA Reach event on Monday, June 23, 2025, despite temperatures in the mid-90s. The Reach Classic puts together golfers who believe in the PGA mission of positively impacting lives. Through the game of golf under the PGA Military Pillar,

< Opening ceremonies included “The Singing Trooper†performing the military medley and Star Spangled Banner:
2 foursomes were members of the Italian American War Veterans of the US(ITAM), to include RINEWSTODAY veteran contributor John A Cianci:

Italian American War veterans of US Team 1
One ITAM team had a 105-year-old, WWII veteran, Arthur Medeiros, on the team. Medeiros’ team finished in 1st place for net:

Despite the weather, Medeiros played all 18 holes. “He hit every ball straight, “ said one of the members of the team Mederios was on. Playing in almost 100-degree temperatures did not slow down Medeiros and any other golfer who participated in the 18-hole fundraiser tournament.
The PGA REACH Classic held at Kirkbrae Country Club was a fundraiser for PGA REACH New England’s Military Veteran programs.
Specifically, the event supports the PGA Hope ( Helping Our Patriots Everywhere) program, which introduces golf to veterans with disabilities to enhance their physical, mental, social, and emotional well-being. The tournament brings together veterans, gold professionals, and partners to raise funds for awareness of these programs.
The event fostered camaraderie and support between veterans, golf professionals, volunteers, and the broader community. “If not participating in PGA REACH event I probably would be sitting home watching TV, “ said one Army veteran in one of the foursomes. “Being outside on a team with other veterans provides me the time I need to maintain my emotional and mental healthâ€.
Without a doubt, all the golfers in the tournament will be telling their story of golfing in a tournament who had a living hero in the event, a 105 young WWII Army Veteran, Silver Star, 3 Bronze Stars, 4 Purple Hearts, https://2×8.ea2.myftpupload.com/ri-veterans-did-you-know-19-12-24-104-wwii-veteran-medeiros-2024-review-john-a-cianci/
In conclusion, a historic day for so many golfers, staff, and volunteers who ensured to make the event memorable.
How many golfers can say they golfed with a group of veterans that included a living hero, Arthur Mederos, who still lives at home by himself, and plays golf 3 times a week at the young age of 105?
